Rust is developing on repainted section of Toyota

I just bought a 1992 Toyota Pasea that was repainted by the dealer. There is quite a bit of inside rust that is starting to come through in little bubbles at the rear around the tires. I want to just sand it down and paint over it ( the car is white) what kind of sandpaper chemicals should I use? Will the rust come back? How can I prevent the rust from reappearing?

Consumer Reportsnoted a while ago that replacement body parts authorized by insurance companies are sometimes just plain steel rather than galvannealed like they should be (like OEM parts are). If this car was in an accident and this area was replaced with plain steel, there is nothing you can do that will give it durability even approaching an OEM part. Maybe CARFAX can tell you the specifics of what you are dealing with on your car.

I have no expertise in sanding cars, but you will have to get all the way to the metal so you can treat the rusting area with phosphoric-acid based rust converter this on eBay or Amazon [affil links] before priming and repainting. Good luck.
