Phosphatizing doesn't work for brass and copper

I need to Powder Coat Brass & Copper. Please tell me what chemical to use to clean and etch the surface. Conventional phosphatizing agents are not doing the job.

Thanks,

Several suppliers furnish chromates for brass and copper. For Powder Coat be sure to put the chromate on very thin so that the moisture content does not blow through during the curing of the powder. Just a faint color will suffice.
