Deburring Methods

Quick question. I have a flat sheet of metal with a lit of holes in it that needs to be deburred. When done by hand with an air tool w/ a deburring attachment, it is hard to keep the holes from appearing undersized... like the metal is spreading into the hole.
I don't know how well to describe it.. but do you guys know what I am talking about? If so, how would you recommend I try and deburr this?

Measure the hole size before and after. If what you are seeing is true, your grinder is bending the burr back into the hole and is not completely removing it.
Try using a cone burr vertically and slightly chamfering the hole after you have done the top surface.

Try a white bullet.. Grind the bullet on a grinding stone to a point. You can deburr the hole with this point going around the hole gently breaking the edges. If this hole is small the bullet also can be used. Try to make the bullet almost the size of the small hole gently tap the hole quickly and the air gun at a moderate speed this will also give the hole a nice edge break. If you have any scotchbrite gently wipe the area with care. This will give the area that you burred a nice smooth feeling and no sharpness..Remember to use this scotchbrite gently or it can ruin your part..
