Electrical insulating coating for Zinc Z8

My company is making small optical modules die-cast from Zinc Z8. Prototypes were anodized aluminum (machined). We have found no coating yet for zinc Z8 which is electrically insulating (>1Mohm), >1000V breakdown voltage, and resistant to scratching during assembly. Part is <20mm long, light and protected from external contact in final assembly, coating need not be rugged. Can you suggest possible coatings (we tried chromate and nickel with little success).

There is no finish similar to anodizing for this purpose. You will need to go to an appropriate nonconducting film such as teflon.
