Can CLR be painted over
I have some shelving that has some surface rust on them. I can sand the flat surfaces, but corners and some areas are hard to get to. Can I use C-L-R ⇦ this on eBay or Amazon [affil links] to neutralize the rust and paint over it with a oil base paint?

Just rinse it good, you don't want any acid residue leftover before you paint.
