Technically, you could use ordinary steel. However for maintenance reasons, better use any type of stainless steel.

Nickel containing stainless steel such as 316. Chrome stainless steels have less corrosion resistance to strong alkali. Chrome contamination of the sodium hydroxide may occur. Mild steel is often used, however there will be some iron contamination of the sodium hydroxide. Mild steel is electroless nickel plated- low phosphorus or electrolytic nickel plated, for exposure to sodium hydroxide where iron contamination is a problem.
