STAINLESS STEEL FINISH FOR ADHESION
WHAT IS THE BEST SURFACE FINISH TO SPECIFY ON STAINLESS STEEL SHEET TO OBTAIN OPTIMUM ADHESION WITH EPOXY AND/OR URETHANE ADHESIVES?

Normally the rougher the finish, the better the adhesion; however, it also depends on the viscosity of the coating itself. Too rough a finish using a thin coating does not adhere too well. As for the surface finish to specify, I'd probably say go with a normal mill finish which is around 35 rms, unless you need some kind of bright reflective finish. In the latter case, you may need secondary finishing or specialty materials.
