ASTM A764 Coating Weight Measurement

We currently specified to a spring manufacturer a wire size as follows:

Hard Drawn Steel Wire, ASTM A764 Class 1, Type B, Finish 1, Tensile Class 1, coating applied by Electrolytic Process.

The minimum coating for .072 dia. wire is 46gm/m2

The mill certification states that it meets the minimum but when tested it fails and is tested at 28.99gm/m2.

The mill representative states this is tested prior to draw which will cause the coating weight to change. How should this be tested? Is ASTM A764 specific as to how and when?

Help!
