Hello,
I am restoring an engine and I want to re color the holly carb. I am told that it is dichromate finish could you give me some insight into this.

This is not an easy job as the housing is cast, thus moderately porous as metals go and will have a fair amount of petroleum byproduct soaked into the metal making it a very spotty or blotchy final finish. Also, You can not afford the disposal cost of the spent dichromate or its rinse water. Best bet is to ship it to a firm that refinishes these on a regular basis. The shop down the street may not be aware of the problems and can ruin the carb trying to get it to look good.
