In regards to treating soil-like material contaminated with metals, what is the best reagent to use?

That's awfully broad, Teresa. Are you trying to resolubilize the metal for recovery or are you trying to turn the mess into a non-leaching mass? What metal, it makes a difference. :-)

Depending on the quantity and the metals involved, you might try recycling. My company recycled metal bearing wastes as opposed to landfilling and disposal.
