Sodium Chromate Tetrahydrate?

Sodium Chromate Tetrahydrate- Na2CrO4:4H2O,

I have heard of this chemical being used as a chromate treatment on steel, followed by a Sodium Hydroxide dip and oven dry. Who can shed some light on this process?
