De-chroming
I am either wanting to remove the chrome off of my OEM wheels or paint over it.... any ideas on what kind of cost I am looking at ... and exactly what kind of shop or business do I look for.... I have never seen anybody advertise for de-chroming.

Yes, you need to remove the chrome in order for the paint to stick. This kind of work is done by plating shops and some powder coating shops.
