TT-E-515 Replacement?

Has anyone identified viable alternatives to the lusterless alkyd enamel paints covered by specifications TT-E-515 and TT-E-516 which were both canceled without replacements? This coating is still called out on many Navy drawings, and we would like to list a similar succeeding specification (commercial or otherwise), with minimal VOCs, ODSs and ODCs.

Many users are probably in the same situation, and as the cancellations were fairly recent (2000-2001), some manufacturers may still be producing these paints. Check the mfrs. on the most recent QPLìs for any still offering the lower VOC version (Composition L) of each paint. Both QPL-TT-E-515-11 and QPL-TT-E-516-10 may be downloaded at http://assist2.daps.dla.mil/quicksearch/ If unsuccessful, try contacting the activity responsible for these Qualified Products Lists: US Army Belvoir Research, Development, and Engineering Center, STRBE-VO, Fort Belvoir, VA 22060, for suitable substitutes.
