Titanium metallurgy

I seek assistance from those who know metal; Titanium is my problem at the moment. Grade II titanium. My problem is centered around not the chemistry of the billet (Cert is ladle chemistry) but rather the structure of it. We chemically deburr titanium. In august of 2001 we stated seeing Grade II C.P. Titanium, come through our plant that had poor micro-yielding, longitudinal areas with voids in the metal. These voids resulted in pits in the metal after our chemical deburring operation.(orientation:longitudinal) While methods can mitigate degree of pitting no means have been found to "Heal sick metal" Customer declined offer to pre-screen metal for processabilty. Knowledge of competitive machine house that scrapped out an entire cert # of Grade II C.P. Titanium due to poor metal physical quality.

What I wish to ask is has anyone else seen, poor micro-yielding in grade II titanium? Any conformation would be helpful.
