Alternate Processes for ASTM 633 Type 2
I am looking for an alternate to black chromate copper pipe per ASTM B633. The process/method must be black in color and have a hardened finish.

I'm not sure what you want. ASTM B633, Type II is for electroplated zinc on steel, with a colored chromate coating. You may want MIL-F-495E FINISH, CHEMICAL, BLACK, FOR COPPER ALLOYS, available from the Defence Department: http://assist.daps.dla.mil/quicksearch/. This spec. includes tests for flexibility (adhesion) and weathering, but not hardness. This coating can be coated with lacquer.
