Well tags for Bangladesh

I need advice on the most durable way to paint several thousand black-anodized aluminum tags bright red or green.
The tags will be used to identify safe/unsafe tubewells in villages of Bangladesh based on the arsenic concentration of the groundwater that is pumped from them. The tags will be exposed to strong sunlight and could occasionally be submerged in fresh water for months. A tall order -but a good cause!
Any advice, including specific suggestions of manufacturers, highly appreciated.

This is late to help you, Lex, but for the next reader with a similar problem:
The easiest and best thing to do, since thickness of well tags is presumably not critical, is to strip the anodizing, re-anodize, and dye them green or red instead of black.
