Problems in manufacture of 3D soft pvc copper molds

We are a manufacturers of Toys and Games. Recently ventured into manufacture of Soft Pvc Whistlers,PVC Figurines. Earlier we used to Import the 3D PVC Molds and have recently started to manufacture the same on our own and as any other activity we are also facing some problems:

1)The deposition is rough.
2)There is problem of bonding between the deposition and copper ring fitted on PVC object on which the deposition is supposed to take place.

I am not technical person but I guess I have problem in the bath and would like to know what is the ideal composition of a bath for 3D soft PVC Molds or either the grade of copper used for the ring and grade of copper used for the deposition are different please suggest.
