It is natural to have increase in Nickel Sulphate concentration due to difference in anode and cathode efficiency. The best way to monitor concentration is to continuously dose out some liquid with a small dosing pump. This dosed out solution has to be treated and Ni can be recovered from it.

Nickel will build up only if stringent recovery efforts have been added to the tank. What kind of recovery scheme do you use for your tank? Sodium and magnesium will also build in the tank, unless something is done to remove them.

If you don't recover nickel very efficiently, then I would say it is not normal for nickel metal to build up in your tank.

A low sodium carrier was developed in the 80's to reduce sodium buildup in nickel tanks which had evaporative recovery to reclaim rinse water nickel.
