Alkaline wash solutions

Dear Sirs,
I'm looking for a non-foaming, alkaline cleaner with nonionic surfacants and corrosion inhibitors, designed with good separation between the water and oil contaminants. The cleaner will be mixed with water and used through a steam cleaner ⇦this on eBay or Amazon [affil links] with pressures up to 300 psi and temperatures up to 300 degrees F.. Following cleaning the parts will be rinsed with tap water and then placed in a paint booth at an elevated temperature to induce wash drying. After drying they will be painted with an epoxy paint and the temperature will again be elevated for paint curing. The parts being washed will be items such as gear boxes and hydraulic cylinders and valves that have been prime painted prior to shipment to us. The cylinders and gear boxes will weigh less than 200 pounds. I want to remove oil, grease, and grime that has accumulated during shipment and storage. The waste water will go into a sump and then into an oil water separator before entering the sanitary sewer of the local community. I'd also like to use this same cleaner in mop buckets and in an industrial sweeper/scrubber to clean the production floor of dirt, grit, grease and oil. Please advise different cleaners you would suggest for this application and also advise any precautions in itís usage and disposal relative to oil water separation characteristics, pH, safety, and biodegradability. Brochures and MSDS sheets are also desirable. I want to find a single all purpose cleaner for use in the entire plant, if there is one out there.
