Spring corrosion resistance
We use a torsion spring in an assembly that is exposed to normal weather and can be stored in the wound-up condition in high humidity for a long time. We need better corrosion resistance- every now and then the spring will break. The spring is A-401 chrome-silicon wire (.062), phosphate coated, and powder-coated (moly disulfide) for lubricity (the coils must have minimum friction between them as they are wound). Are there better alternatives for a coating or coating systems?

After the phosphate pre treatment but before the lubricating powder coating, you could try a primer coat of Cathodic Electrocoating. Please check for the compatibility of your powder coating with CED primer.
