Electrocoagulation
I would like to enquire if anyone has had any experience using electrocoagulation to treat produce water, oily waste or hydrostatic test water from pipelines.

Absolutely. There are several commercial systems doing just that. All it requires is that the water be conductive with less than 10% emulsified oil present.
