302 passivated stainless steel turns black
I have 304 and 302 passivated stainless steel bolts that turn black, but not all the time.
Any reason for the inconsistency?

Probably, but without more information from you it's hard to hazard a guess. How quickly do they turn black and what chemicals are they exposed to?
