Will powder coating an 853 bicycle frame change its properties?

I have a bicycle project going. It's a bicycle built with Reynolds 853 steel. The first powdercoat did not turn out well. The tubes are highly butted, and the differential cooling of the tubes created different colors. The frame was stripped a second time and is ready for repaint. My question is would you expect the stripping, heating and cooling process x2 to change the properties of the 853 steel and consequently the frame?

Most powder coating curing times/temps are not high enough or long enough to affect the physical properties of most steels. I doubt the stripping did anything to the physical properties, though it may have affected welds.

I would look up some properties on the 853 steel and see what they say about it. Assuming it can be welded without a degradation in strength, I don't see a problem with it.

Now, if the stripping was some high temp. low oxygen burn off vs. chemical, then you might have a concern.
