Need a Dielectric coating on stainless steel

I have a small stainless steel cylinder (.84" OD and .2" tall), and I need the internal surface to be coated with a dielectric material. I'm aware that this can be done with flame spraying or other type of spraying methods, but since this is a high volume part I think spraying might be too costly. I need to get under 5 cents per part...does anyone know of a dipping bath, or some other technique that would lend itself better to higher volumes (2 million per year)?

Enamels and adhesives are dielectric. They can be applied to SS when its surface is properly prepared. The question here is if you also need something else that any of them cannot afford and you haven't told us, like abrasion, high temperature or chemical resistance.

I can not imagine doing a thermal spray on the ID of a part that is this small. The thickness will be highly variable and uneven, requiring grinding to smooth it out and to control the size.
Can you use a bushing? How thick/thin can it be?
What dielectric value does it need?
