Impact of lesser or higher paint resistivity on paint application

What is impact of lesser or higher paint resistivity than specified range ,affects transfer efficiency, finish,wrap-a-round effect on the surface to be painted using electrostatic hand gun?
If you have a paint that is adjusted to the range of resistance of the electrostatic pistol but still does not give the desired transfer to the metal, are any solvent or resin or any type of additive that improves that conduction?

Hello Sugreeva. Before a lot of effort is wasted in hypotheticals and theoreticals which are irrelevant to your circumstance, can you please tell us your own situation? Are you the applicator, the gun manufacturer, the paint supplier, an additive manufacturer looking for potential applications? If you are the applicator, which of these theoretical problems you are asking about are you actually seeing evidence of? Thanks.
