Brown spots on stainless steel tank

I've a double jacket stainless steel tank used for preparation of simple syrup (water+sucrose), I've used it since 1999. there are many brown spots like rust started to appear inside the tank. what can I do treat these spots.

It sounds like you could be getting some pit formation in the tank. This can be very difficult to remove completely. If it has just begun to form you need to take action immediately to eliminate the pits or they will not be easy to remove. There are a number of products around that will remove the rust spots from the tank. You can contact us or go online to find other products.
The difficulty is preventing the recurrence if the pits have formed. This can take some difficult action depending on how deep the pits are, including grinding off the surface and re-passivating to form a new corrosion resistant layer.
Best is to contact a reliable contractor to look at it and determine what is needed.
