Powder creeping away from edges when heated

We are in the process of building a new Pre-treatment, powder booths , infra red oven & oven. My question is this Is there a possibilty that the gas infra red oven can make the powder creep away from edges of steel when heated.?

I'll take a guess, it sounds like a pretreatment problem, or you're pushing so much air in the oven that the paint is being blown off of the part before it gels (it's probably the pretreatment). Check for water break after the cleaning stage, and definitely after the final rinse.
