Legal vs. Illegal paints to shoot
Is there a website or resource available to determine which paints qualify as "illegal" to shoot in the state of California?

I'm not in California, but I know they have stricter guidelines compared to the rest of the nation. Isn't the question concerning wet paint application in controlling the VOC's that are released into the atmosphere and solid waste disposal, not the type of paint being used? I don't think it's illegal to shoot any type of paint anywhere as long as your methods of controlling the VOC's and solids follow the state guidelines. I have no doubt that the information you are looking for you can get from the agency that you go to to obtain your business permits, or at the very least the internet.

As I understand California law, an air dry paint cannot exceed 2.3 lbs/gal VOC and a two part can not exceed 2.8 lbs/gal VOC.
