Need non-outgassing black anodize

I have a customer that is requesting a unit be black anodized, and it must not out-gas, since it's going into an environmental chamber. would a hard anodize be what I'm looking for?

No out gas would be 0.00000 which is not possible even with Teflon, so what is the real criteria. Hard anodize would outgas less than regular anodize, but regular anodize is used in some types of environmental chambers, SO, what is the real criteria?
