Heat-resistant paint for hot-water pipes

My apartment has hot water pipes running through it, and the landlord had painted it white. The problem is that the paint keeps cracking. Is there a heat-resistant white paint that I can use to repaint?

If these pipes is steel you can paint it by enamel painting it is heat resistance painting but you must paint it in an enamel shop.
