What is the best type of lapping compound to use when lapping parts coated with POLY-OND.

First you need to answer the following Q's: What is the initial surface roughness, what is your final goal and how thick is the coating, also what is the volume, then you can opt for a mass vibratory finishing media or a lapping reciprocating approach.
