Introduction of construction chemicals to newly emerging nation [Iraq]

Hello Sir

I am trying to teach others about small industrial tips. In my work I train locals who do not have any backgrounds in construction chemicals like waterproofing, freeze-thaw cycles , and energy saving.
For the past 25 years I resided in Baghdad, working with epoxies, cement based water proofing, and liquids that improve mortar and concrete quality .
Frankly I have manufactured the following:
1- ready mix grouts ( 2- components liquid plus powders ).
2- thermal insulations like ROCK WOOL, Extruded polystyrene.

I'm doing well as I train more locals every month; now i have 8 semi-skilled , 4 highly skilled labour force.
The problem is that we have no money to import every thing , so we must do it ourselves, like water proofing grouts. i saved up to 30000 dollars for newly built Def and DUMP institute -- either they demolish the building or I do the roof , so i made cement grouts up to 20 tons on site, leveling and water proofing the already badly caved roof. by turkish company , as much as 15 dollars has to be paid for 25 kg of such grouts , so imagine 1000 US dollars to ( 25 x 15 x 40 ) for one ton.

Now i need to manufacture cement based expansive grouts , i need to know the type or types of additives needed , so whenever there is need for it , I can mix it with cement mortar and introduce it to public interest at very cheap rate ,
My aim is to establish such small industry in my home town ERBIL, train locals to use scales , mixing methods, precision.
No one in Iraq is interested , not even the hugely funded ministry of housing in BAGHDAD , I tried for 25 years without any positive answers , we have fairly good cement plants, sand, gravel, even technology to refine/crush cement , I have done with many friends using ceramic crushers bought from government surplus; now my friends crush many types of sand , produce components that are needed for refractory , fine fillers for many small industries .
So I am not to hide informations from any one , please help me to help my growing nation .
