Need MIL-DTL-16232 compliant plater ASAP! [Michigan]

I've a job pending for the US Government for a mounting plate, low carbon steel, approxmiately 3in x 1.5in x 1/4 thick, that requires the heavy phosphate coat per MIL-DTL-16232 Type M -OR- Z class 3. This is about 300 lbs worth. Here's the catch - The company must have been approved for this process by the government before OR be willing to accept a short inspection of their facilities. My normal suppliers for plating have absolutely stonewalled me. I'm located in Michigan, and therefore would be preferential to responses from the Midwest/Northeast, but considering how hot the job is, I will take a serious look at any inquiries anywhere in the nation. Any bidders would definately be remembered in the future for this type of process. Thank you in advance!
