Need reference for paint formulations

I am new in the paint business. I would like to develop a paint into which I can suspend BaSrTiO3 sintered powders. The difficulty is that this is for microwave applications, so I am trying to minimize the microwave losses due to the resins, etc. If anybody has any ideas on a high dielectric constant (i.e., around 50-100), relatively low loss system that I might want to look at, I would be much obliged. Let me reiterate that this is my first attempt at developing a paint, so any information whatsoever would help me get started.
